Harms in general agreement with Heineman proposal
Scottsbluff state senator Dr. John Harms says at first glance it appears Governor Heineman's plan to cut $335 million from the state's two year budget makes sense. Harms, a member of the Appropriations Committee that will get the first opportunity to review the governor's proposal, says the cuts proposed by Heineman appear fair.

Harms says the cancellation of a four to five percent increase in state aid to education in the second year of the biennium is probably the best education could have hoped for.

Harms says the biggest question he has about the governor's proposal is the transfer of $37 million of non-taxpayer money from various budget lines to the general fund, something he will have his staff look into.
